    Compliance is a line item, not an afterthought

    Monitoring, third-party verification and annual reporting consume a real share of a facility's budget, and a proposal that omits the cost funds the project but not the obligations attached to it. Funders expect to see it costed, not discover its absence.

    Collect from day one

    Impact reporting asks for baselines and time series that cannot be reconstructed later. Set up the data collection when the agreement is signed, not when the first report is due, or that report will be an estimate defended in front of people whose job is to audit estimates.
