    Model answer: A hazard is the event itself, such as a flood or a heatwave. Risk only exists once that hazard is combined with exposure and vulnerability - a hazard nothing is exposed to, or that nothing is vulnerable to, creates no risk at all.

    Model answer: Adaptive capacity is what a community can draw on to reduce a hazard's impact or recover from it quickly - savings, infrastructure, institutions. Two communities facing an identical hazard end up with very different costs depending on how much of this capacity each one has.
